are time trail bikes road legal, just with them having the low time trail position bars ❓ ❓

If you mean Time Trial bikes with aero bars, then yes they are perfectly legal. There is no quicker way to improve your speed on the road than fitting a bar of aero bars, I once modified a Marin Palisades Trail, slicks aero bars etc., and it was a little rocket 😉
